Reading ULYSSES at the police station

Recently I had to renew my driver's license at the Department of Motor Vehicle police station.

Below is the theory of renewal. Like many bureacratic procudures, it looks complicated, but is orderly in its flow of things.

Below is the practice. This is a typical orderly queue in Bali. I stood calmly in the back, reading ULYSSES, knowing that my bribe was working wonders, that I would be soon called to the front to sign the papers and get my photo taken.
